Step 1 (The Base)
The first step that you need to take is to find out what type of Style you are going to be applying to the cover art, Once you've done that, you can start thinking about what sort of Text and Images you are going to include into the composition. The amount of images you can implement depends on how many you can fit into the composition with it still looking good, you don't want it to look clustered unless that is the style you're after. When it comes to text you must consider what Font Style will match the design of the composition.
Step 2 (Positioning)
Once you have your Images and Text ready to import, you have to consider where you're going to be positioning them in the composition. Traditionally the images are always behind the text and the main image is in the middle. If you have only one image you should consider the Rule of Thirds, Golden Ratio, Fibonacci Spiral, or other composition techniques that would make the image pop out more. In conclusion, be careful about how you position your images or text.

Step 3 (Adjustments)
Once you have all your images and text in place, you can start thinking about blending them into the composition by using Colours, Shadows, Gradients, Curves, and many more Adjustment Tools that Photoshop has to offer. You must consider what colours are going to be used in the composition, so you can use those colours to your advantage. The main thing you should focus on is blending the images in so they look natural together otherwise the images are going to look like they're clashing instead of working together.
